Federal Highway Administrator Bertram D. Tallamy wrote a response to the Interim Report on the Interstate System program that came from a committee led by J.S. Bragdon, a retired U.S. Army major general and President Dwight D. Eisenhower's Special Assistant for Public Works Planning. Tallamy defended the U.S. Bureau of Public Roads' management of the Interstate Highway System project. He also assessed that the committee’s more sweeping recommendations (e.g., a ban on all urban-area construction until a compressive planning process was put in place) would require special legislation.
