The Virginia State Highway Commission decided upon the location for I-664 in the southeastern region of that state. The 20.7-mile-long highway, which was completed in 1992, connects the cities of Hampton and Chesapeake. The highway is one of the newest parts of the Interstate System to be built in Virginia and encompasses the Monitor-Merrimac Memorial Bridge-Tunnel. That structure is located near the site of a significant Civil War battle between the ironclads known as the Monitor and the Merrimac. In a sense, therefore, I-664 represents Virginia's present but also readily evokes its past.
