The Senate passed a comprehensive aid bill championed by the Johnson Administration to spur economic growth in the 11-state Appalachian region stretching from Pennsylvania to Alabama. The anti-poverty bill, which would go next to the House for consideration, included provisions allowing the Interstate System to more fully connect with -- rather than just bypass -- that area of the U.S.
