President Bill Clinton signed into law the National Highway System Designation Act of 1995. That measure, considered one of the most consequential transportation initiatives since the Federal-Aid Highway Act of 1956, brought within the same network the Interstate System – still retaining its separate, well-established identity – and other roads likewise vital to the nation's security, economy, and mobility. A key aim of the new law was to bring the benefits of the Interstate System to those areas not directly served by it. Specific provisions of the law included removal of federal involvement in setting speed limits (see January 4); and the release of Interstate Maintenance funds.
